Faizan Habib

Faizan Habib joined VDOT’s Office of Public-Private Partnerships (P3 Office) in 2017 as a Program Manager and now serves as the Director of the P3 Office. Mr. Habib leads the P3 team in the development and procurement of large-scale transportation infrastructure projects across the Commonwealth. He has over 15 years of experience in the P3 industry with experience in project planning and procurement, negotiation and administration of comprehensive agreements as well as alternative project delivery. Mr. Habib has been involved in various projects in the economic development and transportation sectors throughout the United States.

Prior to joining VDOT, Mr. Habib spent over a decade in the private sector focusing on strategic planning, infrastructure advisory, negotiation, and delivery of multi-billion dollar public infrastructure for commercial, residential, and mixed-use greenfield and brownfield projects including distressed assets revitalization. He also served as an infrastructure advisor to several local governments and 501(c)(3) entities.

Outside of VDOT, Mr. Habib serves on the Chesterfield Economic Development Authority, Lower Magnolia Green Community Development Authority, and the Citizens Budget Advisory Committee representative for Matoaca District for Chesterfield County Public Schools.

Jeong Yun Kweun

Jeong Yun Kweun, Ph.D. serves as a Program Manager at the VDOT Office of Public-Private Partnerships since July 2017.

Dr. Kweun led contract development and negotiations from inception to financial close on the I-495 Express Lanes Northern Extension, Fredericksburg Extension of I-95 Express Lanes, Opitz Boulevard Ramp Project, and Seminary Road Ramp Project, bringing the total value of $1.6 billion in private investment to the Commonwealth. She developed contract negotiation strategies, led negotiations with concessionaires and stakeholders, and significantly contributed to negotiating $753 million concessionaire payments to the Commonwealth.

She currently leads Virginia’s cross-functional commercial team on I-495 Capital Beltway Accord to create a new, unified Capital Beltway express lanes system between Virginia and Maryland, replace the aging American Legion Bridge, and relieve congestion at one of the country’s worst traffic chokepoints.

Dr. Kweun oversees a portfolio of P3 traffic and revenue studies in Virginia and significantly contributed to developing the Strategic Regional Model, a novel approach to modeling motorist behavior across a complex network of managed lanes. She brings P3 expertise from working in academia, the private sector, and the public sector.

Dr. Kweun received her Ph.D. in Public Policy from George Mason University and her dissertation focused on the impact of road pricing on driver behaviors. She holds a Bachelor’s and Master’s degree in International Studies from Ewha Womans University in South Korea.

Joseph W. Grubbs

Joseph W. Grubbs, Ph.D., AICP, GISP, manages the technology infrastructure portfolio in the Office of Public-Private Partnerships, which covers broadband, cell tower and related communications technology assets. Dr. Grubbs also provides business intelligence, data analytics and geographic information systems support to P3-related initiatives.

Dr. Grubbs has nearly three decades of experience in urban planning, land-use policy, and geospatial analysis. He is a member of the American Institute of Certified Planners and a certified Geographic Information Systems Professional. Dr. Grubbs earned his Ph.D. in urban affairs and public policy from the University of Delaware where he was awarded the Edelstein Prize for Community and Public Service.

Brian Kontur

Brian Kontur currently serves as a Program Manager in VDOT’s Office of Public-Private Partnerships (P3 Office) with a focus on project management for technology application development. He initially joined VDOT as a contractor, supporting the P3 Office as Project Manager/Scrum Master of the Rapid Application Development (RAD) team responsible for developing the Strategic Contract Management System (SCMS) application designed to automate P3 contract management and oversight statewide.

Since joining the P3 Office as a full time Program Manager, Mr. Kontur has led the RAD team in developing and releasing the SCMS application to incorporate robust functionality to support our Districts and P3 users.

Prior to joining the P3 Office, Mr. Kontur was a long tenured Process Manager in a well known financial company seated consistently in the Forbes Fortune 100 list, where he was responsible for leading Agile development. He also spent time in External Operations in the same company, where he traveled the globe extensively in support of Contractual Ops Management throughout Asia and South America, as well as consulting for stateside & overseas call center groups in Congressional Credit Card Regulations.

Mr. Kontur's professional certifications include: Professional Scrum Master, Professional Agile Coach, Professional Product Owner, SAFe Scaled Agile, Business Continuity Professional, & BPM Coach (Business Process Management).

Scott Bolling

Scott Bolling currently serves as a Program Manager in VDOT’s Office of Public-Private Partnerships (P3 Office). In this role, he is responsible for contract administration for P3 Office staff augmentation and supporting the Strategic Contract Management System in long-term oversight. Scott also focuses on operational review for P3 Office projects including I-66, 895, ERT, I-495, and I-95/395.

Before joining the P3 Office, Mr. Bolling worked as a Cash Forecasting Analyst in VDOT’s Budget and Funds Division. In this role he supported the $7.6 billion annual budget by accurately and appropriately building six-year cash flow projections for all of VDOT's respective funds. Mr. Bolling worked extensively in the Six-Year Improvement Plan (SYIP), to continually forecast all phases of projects that expended construction funding. He later joined the Maintenance Division as a data analyst, providing financial oversight of the $136 million budget including statewide fleet operations, statewide rest areas, and VDOT's Pollinator Habitat Program to name a few.

Mr. Bolling holds a Bachelor of Science in Economics from Virginia Commonwealth University.

Ryan Radford

Ryan Radford currently serves as Program Manager in VDOT’s Office of Public-Private Partnerships. In this role he is responsible for internal records management and supporting the Strategic Contract Management System team.

Mr. Radford is an Army Veteran with a proven track record of public service, including over 15 years in public safety. Before coming to VDOT Mr. Radford focused on training development and accurate records keeping in the healthcare industry. Mr. Radford also has a background in software development and agile project management.

Mr. Radford holds a Bachelor of Arts in English from Virginia Commonwealth University, and a Professional Certificate from the University of Richmond in Full-Stack Development.

Denise Thompson

Denise Thompson serves as the Business Analyst in VDOT’s Office of Public-Private Partnerships. In this role, she is responsible for the daily business functions of the office, including the Director and Deputy Director’s schedules and processing invoicing for the offices’ numerous on-call consultants.

As a certified Virginia Contract Associate (VCA), Ms. Thompson processes Purchase Orders, Task Orders, as well as invoices for 11 contract teams comprised. Ms. Thompson also coordinates the annual Administrative and Training Budgets for the P3 office.

Ms. Thompson has 44 years of progressive responsibilities in administrative positions throughout VDOT, joining the P3 Office in 2013.
