Elly Yu

Elly Yu currently serves as a Program Manager in VDOT’s Office of Public-Private Partnerships. In this role, she is responsible for project screening and development, and support project procurement activities.

Elly is a driven professional with over a decade of specialized experience in project-focused financial operations within the architecture design industry. She joined VDOT in 2024 as part of Fiscal Division. She has a proven track record of managing complex project allocations, aligning financial strategy, and optimizing business processes with operational execution. Elly brings this deep operational expertise into program management to deliver high-quality, efficient transport solutions.

Elly holds a Master’s degree in Business Administration from College of William and Mary, and a professional certification of Project Management Professional.
